Do you need to be active in the Amazon programs to use the plugin?

Do you have to be active on these Amazon programs to utilize the widget (i.e. display ads on your site) or simply set up accounts? My main concerns are Amazon has disabled an account after a certain period of time of not being active and want to ensure I don’t need to advertise on our site to utilize this plugin.
