OK, so i have a very custom permalinks setup, so for the sake of argument, lets say I am not even using them. Should your plugin still work for basic use without permalinks? Aka, is it always url dependent? I only need the ability to disable globally and then enable a plugin on a page/post/cpt item. I was able to get the global disable to work, but when i tried renabling the plugin on a page, it never never renabled it on that page. Any ideas? I did verify the mu folder was created and the supporting file was there.

Also, can it be set so that only Admins see the plugin options or does it work that way by default?

Yep, it appears to do it by url based on what i am seeing in the database. Seems like a horrible idea. Why in the world not do it by page/post id? Unfortunately now I cant use it. =(

It has to use the url because of the way wordpress is designed. There is no way to determine the post ID of the page you are visiting before wordpress is loaded. In order for Plugin Organizer to stop other plugins from loading it has to run before their code is loaded. So it saves what is returned when get_permalink is called while saving the post in the admin.
