Do not alter CSS for #TB_window

One of the notifications alters the style of #TB_window. These notifications are also displayed on other plugin settings screens, which means that this CSS altering messes with the UI of other plugins setting screens.

For example, when you click “Bulk Convert” in WebP Express while the notification from your plugin is showing on top of the page, the dialog is barely usable.
