Do not allow editing of Admin users?

Is it possible to allow a new user role (for example, based on Editor) to be able to add/edit users EXCEPT Administrators?

I created a new role and and allowed it to create and edit users – I have Promote Users unchecked – but the new role can change users to Administrator.

I would like to restrict it so that they can only add users up to Editor.
