Do I have to copy all of myWP files on web hosting to work “offline” with xampp?

I already install WordPress on host (web hosting). But I want to manage everything with xampp, because internet connection costs too much in my country. Do I have to copy all of WP files on web hosting to \xampp\htdocs so I can work “offline” with xampp? Then every when I’m done I upload everything back to web hosting. Everytime? Is it possible to have the same access URL (server location) on both xampp and web hosting? I use web hosting just for anybody can access my site when I get disconnected from xampp. Maybe my point isn’t clear enough for anybody to understand, so please keep asking me if you don’t understand my point exactly. Thanks.
