Do free GDPR compliance plugins exist?

I have several blogs. I had a cookie notice and things were ok. The issue now is that im not sure if they are enough for compliance.
Why?
– Although a cookie banner is shown with accept/settings button it doesnt stop the scripts/ads still loading and doing their thing
– They dont accomadate personalized adsI found a solution with iubenda plugin. They do block ad scripts and have a complaint message in the notice shown.
BUT they charge per page view which isn’t ideal and can work out costly eating into any profits from your ads. Its a great in depth solution but lot of the key featurees seem to be Paid only.
So I’m trying to find the best solution to cover my sites in terms of gdpr, cookie law and ccpa.
Anyone know of anything?
TBH if it wasnt for personalized ads i think the cookie notice/banner would suffice but with ads.. its more complicated
You dont want to show any personalized ads till user consents to them… So the ads needs to be paused (not shown) till user presses accept. BUT if they press reject, we still want to show ads as in the non personalised ones, however in the case of these gdpr plugins if user presses reject on the notice no ads are shown at all, which is losing money for us. We dont need permision to show ads, only to show personalised ones… (so Im thinking of just doing away with personalised ads if i cant find an appropriate gdpr plugin).
