Do cookies insert before “accepting” them?

Hi team!

I just want to know if cookies insert before clicking the “Accept/Ok” button (or if the “Reject” button works or it’s only for hiding the warning till next visit).

If cookies insert before any action from the visitor, do you have a solution so they don’t insert unless the accept them?
