Divide two blocks of text into thirds

I have two blocks of text that are currently divided in half using the [one_half] shortcode. Is there away to make one block of text take up two thirds of the space with the other block of text taking up one third?
I would like the Welcome section to take up two thirds of that row while Latest News takes up one third.
