displaying pages 2 embeds deep

I was wondering if there was a way to display pages two shortcodes deep.
I.E.

Page A:
 [insert page='Section1' display='all'] 
 [insert page='Section2' display='all']
 [insert page='Section3' display='all']

Section 1:
 [insert page='Section1-1' display='all'] 
 [insert page='Section1-2' display='all'] 
 [insert page='Section1-3' display='all'] 
 [insert page='Section1-4' display='all'] 

Section 2:
 [insert page='Section2-1' display='all'] 
 [insert page='Section2-2' display='all']
 
Section 3:
 [insert page='Section3-1' display='all'] 
 [insert page='Section3-2' display='all'] 
 [insert page='Section3-3' display='all'] 

I can’t get it to work, so i was curious if i was missing something or if it just doesn’t do it.
