Display rules not working on WordPress 5.6

The menu links displaying currently are links set to “show” on “mobile devices. They are also displaying on desktop.

Desktop, I expected that when i set items to show on mobile then it would not also show them on desktop. If i log into wp-admin first, then displays correctly. It seems the desktop view is showing all “show” on “mobile” rules to all “logged out” desktop users also.

Mobile, all works correctly without fault.

Wordpress version is 5.6.
