Display Once per Session not working

    The display once per session option isnt working, Ive set it to 1440 to not show for 24 hours yet it shows every time I load the page. Were using WPEngine but theres no caching or cookie plugins on the site that would interfere. Ive noticed some other settings such as delay dont work either, Ive already cleared the browser and site cache and it didnt fix anything
