“Display name publicly as” when creating user

Is there an existing plugin that allows the admin to have the “display name publicly as” form field when creating users? I’ve tried looking, but haven’t found anything. Perhaps a hint on how to achieve this is there is no plugin.

The blog is a private blog, so users can only be created by the admin, and she can barely check her email, so she needs everything to be streamlined and super simple.
