Display Message if notifications are disabled

Plugin support seems to be getting slower. May be Christmas holidays could be the reason for these delayed responses.
Its a must to have feature, If notifications are disabled in user browser, there should be a message when user click on bell to let user know how to enable notifications. Just like OneSignal does. Please check OneSignal on android and desktop browser with disabled notifications in browser setting.
