is there any plugin that display the fixed quantity option and display like the url below and able to direct click on the option?

You could use a plugin like Dynamic Pricing to create your bulk discounts, and then you could utilize this free add-on plugin that allows you to create a dynamic pricing table on the product page itself: https://github.com/stuartduff/woocommerce-dynamic-pricing-table
