Display Category List as Public not just when logged in

    I have a link in my menu item ‘MoU’s and Relationship Agreements’ to https://anzasw.nz/media_category/agreements/
    When logged in it lists the 2 items which are PDFs but displays nothing when not logged in however these documents should be visible by the public not just members. Is there a setting somewhere that I can make these public?
    I have tested this by disabling all my plugins and using the 2017 WordPress Theme. We are using the latest version of wordpress & PHP

    The plugin uses the default WordPress gallery shortcode. So the issue or settings is somewhere else to display or hide items from not logged in users.
