Display a popup based on language

I work on a website in 3 language versions: French (FR), Dutch (NL) and English (EN).
I’m trying to find a way to display the FR popup only on FR pages. I can not do it.
I used several notations in the “Visibility – Specific URL – Only these URLs” section, like this:
https://www.example.com/fr
https://www.example.com/fr*
https://www.example.com/fr/
https://www.example.com/fr/*None of this worked.
Is there something wrong with my way of doing things?Thank you.
