Dislpay urgent text on WP website

  • Greetings,

    We are moving from a website to a WordPress solution.
    If there is a very urgent message to let all visitors / members know it is displaied as a running text (see https://www.kecs.hu) in the site.

    How can this running text feature be installed in WP?

    All of these urgent messages are to be archived after they are removed from the running line.
    If possible, it would be nice to be able to activate a new message via SMS sent from anywhere by a GSM phone.

    Any nice plugin to do this?
