Discount to Entire Cart (Global Quantity)

If customer purchases 1 of Item#1 and 1 of Item#2 and 1 of Item#3, I need to apply a discount for 3 products purchased to the entire shopping cart. I have used the wc_bulk_discount_configurer page but it is not working the way I need it to, or at all for what I am speaking. How do I apply to the entire order based on over all quantity of products ordered? Please advise. Thanks.
