Disclaimer for pdf file

We are working with a client that requires users to accept a disclaimer to access an event page. Is there any known way to setup a disclaimer, requiring the user to accept/decline, that can be applied to a pdf link?

It would be great if this was something that could be accomplished within WordPress but I would also be willing to explore a hard coded option uploaded via FTP to a folder where the pdf file exists.

At the moment we anticipate the event page disclaimer with a note stating that accepting the terms to access the page also carries over to any secondary links regarding the event but would love to hear some feedback on the matter.
