Disallow writing new posts for a user role (here:. author)

Hello,
I couldn’t find any forum other than posting here.
I assign users a role, e.g. Author.
When the author logs into the WP dashboard, he/she sees the “NEW” item in the top navigation bar (image attached).
The author should only be able to edit his own posts and upload media files, but not be able to write new posts and create new templates.
What code do I need to disallow new posts and disallow new templates?
