disabling (TLS) v1.0 and (TLS) v1.1

I’m using WooCommerce and ePN for checkout. I have AMEX enabled in WooCommerce and ePN but all AMEX transactions get denied as “unauthorized transaction”. All other cards seem to work fine. I emailed ePN and they replied with:
Dear Merchant
1) ePN discontinued all communications using SSLv3 on October 29, 2014. Posting transaction details using SSL is no longer allowed.
2) ePN will be discontinuing all communications using Transport Layer Security (TLS) v1.0 and Transport Layer Security (TLS) v1.1 effective June 30, 2015. After this date, we will only support communications using Transport Layer Security (TLS) v1.2
3) Documentation for Curl can be found here: https://curl.haxx.se/
4) Documentation for openSSL can be found here: https://openssl.org/docs/
5) You can test for or request that your Hosting Provider test for and if detected, disable TLS v1.0.
Your Hosting Provider service can simply run a Qualys SSL Server Test at the following URL to confirm that the hosting provider has disabled TLS v1.0 @ https://www.ssllabs.com/ssltest/
I ran the Qualys SSL Server Test and it looks like TLS v1.0 and v1.1 may be enabled. How do I disable those protocols and do you think that is causing the AMEX failures?
Thank you for your time,
