Disabling Tags and Login Form

Despite numerous attempts I am unable to disable the Tags feature. Every time I try to fill in a question form it continues to ask for a Tag despite the option being unchecked and disabled.
This is also the case for the login and register form. Despite removing the check mark it still appears.
Can you please advise.
