Disable whole plugin per device /logged in or logged out

For some reason I am struggling with it. Let say I have plugin X that I want to load on desktops but not on mobile. Rather than disabling one script at the time, I want the entire plugin disabled on mobile devices but work on desktops.

How do I achieve the above including the option to disable it for all logged in/ loggedout users and only for logged out?
