Disable user login – Allow admin only

Hello, is there any way to disable the user login in a MultiSite installation? (And if possible only allow admins to log-in).

The only temporary, but not so good solution, I found was to rename the wp-login.php file.

Unfortunately, the “maintenance plugin” doesn’t prevent users to log-in.
