Disable 'track outbound click & downloads' not working

Hi,

I would like to disable the option ‘track outbound click & downloads’
If I uncheck the option and save it states: “There where no changes to save, please try again.”

When I do multiple changes at the same time then the ‘track outbound click & downloads’ change is not saved. Is this a bug. How can I solve this?
