Disable shipping calculator on the cart page

You can disable the shipping calculator entirely at WooCommerce > Settings > Shipping > Shipping Options. Disabling it conditionally based on if the current logged in user already has a shipping address though will take some customization.

You can pick a random shipping address field and check if it exists or not with a user meta call like get_user_meta( $current_user->ID, 'billing_address_1', true ). Can you assist with a variation of this? I like the shipping calculator, when there is no address or calculated shipping. HOWEVER, I’d like to remove it when:
1. They have used it to calculate shipping
OR
2. There is free shipping due to shipping rules or coupon codes

Can you help on a conditional function for this?
