When you don’t specify the shipping cost in the “Merchant Center”, Google sets a very high shipping cost. If you set the shipping cost, it will indicate the numbers you specified. This doesn’t suit me, since my shipping cost depends on the weight, size, and also on the type of settlement (large city, small city, urban-type settlement, village). If Google doesn’t receive information about the weight of the goods, it simply shows “+ shipping”. That’s exactly what I need.

I know about delivery regions, they are not suitable. I will explain in more detail. There are more than two dozen delivery regions. In each of them there are large cities, there are medium-sized ones, there are small ones, there are small ones with conditional city status (but are not cities), there are villages. And so in each delivery region. The cost of delivery does not depend on the region, but on the type of city or village.
Based on your description, it sounds like you need a more advanced shipping solution that takes into account city size rather than just delivery regions.
