There are a few ways to go about this. One way is when adding a category to the exclusion list, it should popup a modal confirmation asking if you’d like to exclude these products, or exclude and delete the products. The latter would then delete them from your Facebook catalog, not the WooCommerce store.
If you then removed the category exclusion, the previous settings of the product are still in place, that is, they will still be marked as “Do Not Sync” if you chose to delete them from the catalog. It doesn’t automatically enable sync again in this case.
If you’d like to re-enable sync for some or all of these products, I would suggest using the bulk action options on the Products > All Products page. This lets you select multiple products at a time and set their sync status accordingly.

This method would remove all products from Facebook first, and then do another full sync to make sure that your settings and filters are properly applied.
