Disable page scrolling not saving

I am trying to stop the page from scrolling (sticky element) but it is working on and (most of the times) off. I am using the Kadence free theme. I am not supplying a link to the issue because it’s on a password protected staging site. Please contact me, if you need access. Thank you in advance.
