Disable Link not working on PC Chrome & IE11

Hello,
I’m using the hover state and I have the links ENABLED, but on PC in Chrome and IE11, the links remain DISABLED. On Mac they are all ENABLED. I appreciate any help you can give me to resolve this and make them all ENABLED on every platform.
