Disable all scripts

Is it possible to create a functionality that would allow a user to revoke/unset all active scripts through a single button on the page after they have accepted all or some of the scripts?
Or is there a function/shortcode/hook/action that would allow that?
Some guidance on how to achieve/handle such function would be much appreciated!
