Disable admin login via front-end option missing?

I’m afraid, this option was deprecated because it confused a lot of users and some of them couldn’t login to the wp-admin.

I see. So if I want to stop people from being able to register here what do I do?

You can restrict your registration page or disable it so people can’t access it.
