Different vat for products and shipping

Hello i’m trying to ad a different vat for the products and shipping but can’t get it to work.
I have set standard vat to 25% (for shipping) the set another called products that is 12%
In the products i have selected product (for the vat)
In the cart i can only see the vat for products not for shipping and i can’t get it right. If it would have been the same it would have been easy…
