Different toolbar icons on two installations

I’m new to WordPress and to themes. I have two installations on two separate domains. Each installation is running 3.9.1 and the latest version of Magazine Basic. But the two have important differences and I can’t seem to figure out why.

(1) On the Page Edit page, one installation has a single line of icon tools and on the other installation has two lines of icons. The line that contains the color tool is missing on one installation. ??

(2) This is the important one. The same image file uploaded to one site is sharp when displayed but fuzzy on the other site. Same pixel size and all. What could cause that?
