Different shipping fees inside the SAME Country

Hello everyone!
I am running a woocommerce eshop and a client asked me if its possible to have different shipping fees inside the same country.
To be more specific an example follows.
1)customer adds items to cart and then procceeds to checkout
2)When he selects default shipping country (lets say UK) a dropdown list should appear with the following options
a)INSIDE London
b)OUTSIDE London
3)If the customer wants shipping inside london he pays 4E fee if he chooses Outside London he pays 5E fee

Is there a plugin for that or should I custom code it?
