    Hi,
    If your into coding the woocommerce_pay4pay_{$current_gateway_id}_amount filter is what you are looking for.
    The example code is already functional for the cod payment gateway. In the filter function body you would have to detect the shipping country which can be achieved by WC()->customer->get_shipping_country( );.

    If not: find a WordPress coder, show him this thread, and he/she should know.
