Different Categories and subcategories structure using woocommerce

So I’m trying to create a filter just like the link I attached, it seems that no category has an heiarchery, because if you would see that if you select any category on the first options it gives you the same options on the second set of options and so-forth. So instead of creating the same set of subcategories for each category and repeating it I want to see if there is another way of doing this. I saw creating a product in woocommerce has a sub category but it still shows up like a primary category when you create a new product. I thought about creating tags but the problems is other people can create additional tags and I don’t want that depend on that. Also if you can tell me how or what plugin can help with the filter the way it is displayed. Any advice?
