different Admin for menus

this image shows my admin (on the right using a Mac) and my clients admin (on the left using a windows 10 and explorer)

it shows 2 different menu admin sections
you will see my admin has many more “Add to menu” options
both log-ins are Administrator level
I tried in several browsers on my mac and that doesn’t seem to make any difference
I created a new admin user and they also had the restricted menu items
any ideas?
