differences in "primary user" selections and OAuth connection results

My WordPress site already has Jetpack installed and it’s connected to WordPress.com.
When I try to install a third party application that uses WordPress.com OAuth and the JSON API I’m able to click Approve in WordPress.com then when I’m redirected back to my self-hosted WordPress blog and I log in (as “aaron” an Author role user) there and immediately I receive this error “
“Someone may be trying to trick you into giving them access to your site. Or it could be you just encountered a bug :). Either way, please close this window”
This is with the user “daniel” set as the Primary User in Jetpack. The daniel user profile has full Administrator rights in my box.
Then when I change the Jetpack Primary User to “admin” which is a user profile also with full Administrator rights, and complete the process of installing the third party app via WordPress.com again, I’m redirected back to my self-installed WordPress site and I log in as “aaron” (an Author role user) and the connection works perfectly.
In neither case did I actually log in to my self-hosted WordPress site as the primary WordPress user on my Jetpack plugin. And both users set as the primary user in Jetpack were Administrators, but the installation of the third party app fails in one case, and approves in the other case.
Anybody know how this is possible?
