Dial-up users Speed up site!!

Do you have any suggestions for supporting Dial-up users. Most of the time web designers don’t take into consideration Dial-up users. I would not worry about this except my site is geared toward a small town. This small town has high speed but a lot of people live in the country wear they can’t get high speed. The people are on a 56k modem.

How can I make the front end of my site load as fast as possible on Dial-up?

Is there a plug-in or theme that I can use for dial-up users that only shows them a basic text site.

Things I am doing to optimize my site

(1) Limit pictures
(2) Limit coding excess white spaces wasted code
(3) use catching plug-in
(4) Limit the use of Plug-ins

Maybe a feed reader will be the way to go
