Developing plugin

Hi everyone

Can anyone please shed a light for me as I am totally new to woo plugin world.
I want to outsource developing a marketing plugin for woocommerce. This plugin needs
to communicate with external cloud database and access to this database is planned to
be made through APIs. Any woo user who downloads the plugin gets a free version for
basic features and for the advanced features they need to subscribe. Access to these APIs are granted through Auth codes and hence I need to provide subscribed users an Auth code during installation.

My questions are

1- Does woo marketplace allows me to publish my plugin in the sense that the plugin comes with a subscription choice that needs the user to contact my business for purchasing the unique Auth code.
2- How should be the installation workflow in the sense that the user is presented with free and subscription based choices and if subscription based choice is selected then the user needs an Auth code.
