Developing a splash page/animated opening web page?

Hello Everyone,
Yes – it is another rookie here. I am wanting to develop a opening page like this site right here….

I like the way the text flows – and then it lands you on the home page.

I am not looking for help in making one – just what one uses to develop something like this.

I am not sure of the terminology of what this initial page is called before it goes to the home page of the site. If you can help me with that to, I would appreciate it.
