Detect connection speed to determine theme features?

  • Is it possible for a visitor’s connection speed to be detected and alter the theme depending on this information?

    I have a larger image for the background that could take quite some time to load on dial-up. (rare, but some people still use it) I want to load a solid color, or possibly just a small image tile for dial-up users.
