Desktop header vs mobile header (menu)

Hi! My desktop header has 2 ”rows”(sections)

(Typical ecommerce site) oceanwp+elementor

1 row :Logo – search bar – log in
2 row :vertical navigation bar

When i switch mobile those 2 rows turns
4 rows.

My question is:
How can make mobile header where is
Logo left and cart+mobilenavigation right on the same row? I use custom header and so far i know i cant use mobile menu with custom header.

Or can i make header like Amazon.com has?
