Delivery Engine Not Trigering

Since last WordPress update (4.4) there have been a couple of issues with Newsletter.
1.) The Delivery Engine has stopped auto Triggering, I have to manually trigger it.
2.) Get an error message about the cron “The cron system seems not running correctly. See this page for more information.”
With number 2 I have tried an outside cron service and also followed Hostgators advice here https://support.hostgator.com/articles/specialized-help/technical/wordpress/how-to-replace-wordpress-cron-with-a-real-cron-job
But still have both problems?
