Delete certain posts

I’m looking into being able to add a capabilities that allows users to delete posts of a specific category.
The reason for this is because I’m trying to implement a system that allows my users (not contributors) to submit posts and give them the option to delete their posts, but if we adopt their posts to promote their work we don’t want to leave the site with dead links so once we adopt a post we will reselect the category and want to stop the posts from being deleted without the changing the author.
