delete bad backlinks for google crawling

Is it possible to delete existing bad backlinks so that Google does not consider my website to be subject to cloaky and/or sneaky redirects. Or, if the backlink domain is blocked by Incoming Links, is it good for Google so that Google does not consider my website to be subject to cloaky and/or sneaky redirects.
