Thanks for letting us know about this. We know that you cannot provide contact info such as phone numbers on eBay anymore (at least not in the description/listing template – https://www.ecommercebytes.com/C/blog/blog.pl?/pl/2018/8/1534772734.html) – but our users have simply utilized the hotline section for other purposes as you mentioned in your message.

I will discuss this with the development team, and maybe we can rename that “Hotline” section to something else.
