Default shipping weight and dimension units for variations

Is there a way to default the Variation Shipping Editor’s units to kilograms for weight and cm for dimensions? Alternatively, only allow metric units across the store?

I can’t use JS in my theme to pre-select options in the Variation Shipping Editor as it’s loaded via an iframe.
