Default shipping method

The weight based shipping is not the default shipping method even after I pull it to the to top of the shipping options. I have tried to login as guest on a seperat webrowser in wich i deleted all cookies and chache. But still I cant get the “weight based shipping” to be the default one. I even tried to clear wordpress chache but it had no effect.
How do I get “weight based shipping” to be the default shipping option?
